This jumper is NWT.  It is Size 5 and measures 23" from shoulder to bottom of hem.  I'm not sure if there is a dirt mark on the front or not.  It very well could be just the way it was manufactured.  The mark is hardly noticeable but I had to mention it.  The picture makes it look worse than it is.  I wanted to leave the washing of the garment to you.
